    "An Act allowing the Alaska Gasline Development Corporation,                                                                
    or a subsidiary of the corporation, to build, operate, and maintain a                                                       
    gas pipeline within the boundaries of the Susitna Flats State Game                                                          
    Refuge, the Minto Flats State Game Refuge, the Captain Cook                                                                 
    State Recreation Area, the Nancy Lake State Recreation Area, the
